Wednesday Actions: Reject Anti-Choice Judicial Nominee and More

****Actions 4/1/2020****

FEDERAL:

Call Your Senators: Tell them to REJECT Trump’s extreme judicial nominees:
[Adapted From Planned Parenthood] Trump is still pushing through anti-choice judicial nominees. Cory Wilson supports the “complete and immediate” reversal of Roe v. Wade. He is also an ideological firebrand whose record shows he is more suited to serve as a Fox News commentator than federal judge.  In recent op-eds, he has railed against LGBTQ rights, access to health care, voting rights, and common-sense gun safety laws.

I’m calling to urge Sen. ____________ to reject Cory Wilson — one of Trump's extreme nominees who can't be trusted to protect our health and rights, including safe, legal abortion. 77 percent of Americans who believe that Roe v. Wade should be upheld and that our constitutional right to abortion should be protected in this country. Thank you for your time.

Medicaid Expansion:
Keep working on this one. We are now seeing the destructive impact of the NC GOP’s refusal to expand Medicaid. Because the NC GOP stubbornly refuses to allow the Affordable Care Act to work like it should, thousands of North Carolina residents have been unable to get health coverage. This will potentially have a huge impact when it comes to providing treatment for people with the Coronavirus. But it also impacts us in other ways. Vidant Health, in Greenville, was forced to lay off nearly 200 employees because of budget shortfalls due to people receiving treatment but being unable to pay their bills.

As G.K. Butterfield explains it, “Rural hospitals operate on razor thin margins and often do not have the capacity to absorb these costs. Studies have found that when states expand Medicaid uninsured rates for low-income adults decline drastically, which reduces uncompensated care and gives lifelines to rural hospitals. The General Assembly’s decision not to expand Medicaid has not only harmed patient access to care and the overall health care system of eastern North Carolina, but the economy as well.” With so many people facing financial difficulties, now is the time to remind our lawmakers that expanding Medicaid would not only save lives but also would protect jobs in rural communities. This call is most urgent if you have a GOP rep, as most Democrats already support it.

Tuesday Action: Burr Needs to Resign, Statewide COVID19 Actions, and More

****Actions 3/31/2020****

FEDERAL:

Burr Kept Dangers of COVID-19 Secret. Call Him On It:
A few days ago, we learned that Richard “No Socks, No Soul” Burr was privately warning a small group of donors at a Capitol Hill luncheon of the imminent dangers of the virus, comparing it to the 1918 flu epidemic that killed thousands of people. But despite these known dangers, Burr did not warn his constituents or the general public, implicitly allowing transmission of the virus to continue unabated. It’s a horribly irresponsible and hypocritical action, and he needs to be called out on it. We have a tweet and a call script you can use to call out Burr for not taking the health and safety of his constituents seriously.

Burr is now being investigated by the FBI for  insider trading and has hired a lawyer. Burr  sold off $600,000-$1.8 million in stock just before the market collapsed. So, Burr was denying the seriousness of COVID19 in public, but in private, he was warning his high-donor friends and selling off stock as fast as his fingers could dial his stock broker. Not only should he resign, he should also be prosecuted. Let’s push extra hard tomorrow. Burr’s phones should not stop ringing from the moment his office opens until the moment his staffers go home tomorrow afternoon. It’s time for him to resign.

Allow Nurse Practitioners to Practice without a Collaborating MD:
Nurse practitioners are not allowed to maintain their own practice in North Carolina without registering with a collaborating physician. This places severe limits on NPs who are board certified. In most states, this rule has been eliminated. And during a time in which we are facing a medical emergency, we need more qualified medical providers to be able to practice without archaic limitations. This is actually a nonpartisan issue. The link below is from a conservative think tank, but it shows clearly that we need to update our laws regarding NPs. The bill is called the SAVE Act, and it is a simple, potentially bipartisan fix, that could improve our response to COVID-19.

Support the CARES Act:
The North Carolina Justice Center is already identifying gaps in the Coronavirus relief bill passed by the Senate. There are some good things about the bill, but we need to address some of the gaps that will prevent struggling families from finding the relief they need. The bill offers no comprehensive provision of paid leave to workers, it includes no expansion of federal food assistance benefits, and the greatest pot of money still goes to industry rescue but with no accountability measures to ensure that industry protects workers and will drive public dollars to advance our collective well-being. Save Migrant Children From COVID-19:
[From the Action Network] The more than 5400 migrant children who were forcibly separated from their parents, and the thousands of others separated from grandparents, aunts, uncles and siblings, are considered unaccompanied. Today, the Office of Refugee Resettlement (ORR) - a group within the Department of Health & Human Services - holds some 3,600 unaccompanied children in largely for-profit shelters. They are forced in these baby jails to do exactly what they are told. They sleep, eat, school, and move together through the facilities, escorted everywhere by company workers. They have to ask permission to do anything. They are virtual prisoners.

Just like in prisons, the COVID-19 pandemic poses an immediate and life-threatening danger to all of these children who live in congregant care and who are unable to social distance or wash their hands frequently. Once the disease hits a shelter, it will spread rapidly, overwhelming already scant medical capacity. Many children have died in government custody. More stand to perish from COVID-19. There is no plan to protect them. Children must be reunited with their families immediately. Innocent children are being incarcerated in conditions that put their lives at risk. You can use the link below to email or my script to call your reps.

Hello, I am a constituent calling from ____________ to urge Rep./Sen. ______________ to call for migrant detainees to be released from border camps to avoid creating a massive health crisis. The CDC has warned that people who live, work, eat, study, and recreate within congregant environments are at a heightened risk of contracting COVID-19. And we have seen this clearly with mass infections and multiple deaths in nursing homes and on ships. Once the virus hits a closed environment, it spreads like wildfire. There is no cure for this deadly disease. The threat to immigrant children confined in shelters is dire. Please step up and demand that the migrant detainees be released.

Wednesday Actions: Stimulus Issues, Medicaid Expansion, and More

****Actions 3/25/2020****

FEDERAL:

Senate Coronavirus Vote:
We’re hearing conflicting reports about whether the Senate will vote on the Coronavirus emergency vote. But what we do know is that the GOP is using this crisis to line the pockets of their wealthy friends, even while failing to provide the medical and economic resources necessary to combat the virus. In fact, the GOP is trying to stuff the bill with some wretched things. As Kamala Harris tweeted, “In the middle of a pandemic, Republicans proposed excluding some health centers, disability providers, and nursing homes from receiving federal assistance. Even rape crisis centers. And they did this while proposing corporate bailouts. Disgraceful.”

Harris is responding to a provision that sounds helpful at first glance. The provision in question is a limitation on funding that the GOP stimulus bill has built into the measure that sets aside $350 billion to provide loans for small businesses. That money would be available to small businesses that don’t lay off workers. But here's the kicker:

According to language in the bill forwarded to me by a senior Senate Democratic aide, this provision excludes “nonprofits receiving Medicaid expenditures,” which would not be eligible for those loans. This language has been interpreted in some quarters as an effort to deny funding to Planned Parenthood, a longtime GOP target. But Democratic aides think the language means a lot more than this.

Specifically, Democratic aides believe this language would exclude from eligibility for this financial assistance a big range of other nonprofits that get Medicaid funding, such as home and community-based disability providers; community-based nursing homes, mental health providers and health centers; group homes for the disabled; and even rape crisis centers.

The vote may happen Tuesday night, which could make this moot, but if the Senate still hasn’t passed their corporate bailout, we need to push them on this.

Literally nothing has changed in the last 24 hours. Moscow Mitch and the Pandemic Profiteers have offered a whopper of a coronavirus relief bill that would do almost nothing to help the average American but that would line the pockets of some of the wealthiest individuals on the planet. The GOP Senate bill would give $500 billion to Steve Mnuchin to manage. He could dole out this $500 billion without revealing which multi-billion dollar companies got the money until six months after the fact. In fact, it is distinctly possible that Mnuchin could give a bailout to Trump hotels.

The bill also would provide no funding for states and local governments to address the Coronavirus crisis. It would not add one dime to SNAP’s budget. It does not expand emergency leave. It has no OSHA protections for workers forced to work through the pandemic. Direct payments would not be available to people who did not file tax returns in 2018 or 2019 (which affects many low-income individuals). It’s an absurdly bad bill.

Hello, I am a constituent from ____________ calling to urge Rep./Sen./Gov. ___________ to support the SAVE Act. This bill would remove the requirement that nurse practitioners and certified nurse midwives have a collaborative practice agreement to treat patients. North Carolina is one of 12 states that restrict the practice authority of nurse practitioners and certified nurse midwives unless they obtain a collaborative practice agreement with a supervising physician. And in a time when we face an approaching medical crisis, we need all of the qualified medical providers to be able to work independently without any archaic restrictions. NPs could easily volunteer in remote locations or other areas where supervising physicians would be unavailable. Thank you.

Monday Actions: Senate Stimulus and More

****Actions 3/23/2020****

FEDERAL:

Demand a Bailout that Helps People, Not Corporations:

[Thanks to Andrea for the tweet] We need to take all data with a grain of salt, but a group of data scientists is predicting that North Carolina will soon reach a tipping point when it comes to the spread of COVID19. If we don’t have a statewide Shelter in Place order by March 28, we could face a situation where the number of deaths would be exponentially higher. Friday Actions: Burr Must Resign

****Actions 3/20/2020****

Burr Kept Dangers of COVID-19 Secret. Call Him On It:
We’re in day two of the #ResignBurr scandal. Yesterday, we learned that Richard “No Socks, No Soul” Burr was privately warning a small group of donors at a Capitol Hill luncheon of the imminent dangers of the virus, comparing it to the 1918-19 flu epidemic that killed thousands of people.

But it gets worse. Thursday, evening, ProPublica reported that Burr may have engaged in insider trading, selling off $600,000-$1.8 million in stock just before the market collapsed a few days ago.

Both Burr and Tillis also voted against an amendment to the Coronavirus emergency bill that would have expanded paid emergency sick leave to millions of Americans. Call Tillis, too.

There was a lot of misinformation circulating about the virus just a few days ago, and Senator Burr could have made a huge difference by speaking out publicly about the risks associated with COVID-19. To make matters worse, Senator Burr has also engaged in insider trading, selling off stocks based on knowledge obtained through his position as a Senator. Senator Burr needs to resign immediately.

Tuesday Actions: Emergency Coronavirus Legislation Stuck in Senate

****Actions 3/17/2020****

FEDERAL:

Tell the Senate to Support Emergency Paid Sick Leave:
The coronavirus emergency bill is still waiting for a hearing in the Senate, and so far Thom Tillis, at least, still has not confirmed that he will vote for the House bill that was supported by even a majority of House Republicans. The bill passed by the House would immediately guarantee workers 14 days of paid sick leave in the event of a public health emergency like the current one. Workers would separately accrue up to seven sick days over the course of a year under the bill. This solution is far more effective than Trump’s promise to temporarily repeal the payroll tax, which would have the long-term impact of defunding Social Security.

Democrats are also calling for free coronavirus tests, protections for healthcare workers, more Medicaid funding, enhanced unemployment insurance, and increased food security initiatives. So far, Republicans have refused to agree to any of these. Meanwhile, they dumped $1.5 trillion--yes trillion--into the market ostensibly to stabilize it. Pressure worked at least a little today. McConnell was originally going to let the Senate go into a planned recess this weekend, but your calls (and thousands of others across the country) pressured him into staying and hopefully negotiating with Pelosi. These issues are urgent, and the Senate needs to take care of business immediately.

STATE:

Protect North Carolina from the Coronavirus:
Calling for a full closure of all restaurants can’t be an easy thing to do. It will leave thousands of workers unemployed, and many restaurants are small businesses, and a closure, even for a short time can be tremendously costly. But we are now in the danger zone. Exponential spread means that one person in a restaurant could give COVID19 to many others, and in turn those people could affect more people. We have to do the right thing and close all restaurants and bars. It’s time to push the Governor, via Twitter or by phone, and demand that he make this move.

Sample tweet:
Hi, @NC_Governor, It's time to close restaurants, bars, and other social gathering spots.  Please act to protect North Carolinians. Even small gatherings can enable the coronavirus to spread quickly.

Advocate for Protecting Voting Rights:
[Modified from Aylett Colston] With the intensification of the coronavirus, we need to advocate to increase the availability and ease of vote-by-mail.  North Carolina has “no excuse” absentee voting, BUT the rules around it are cumbersome, especially with the new rules that prevent community groups and advocates from helping turn in ballots.  We may need to think creatively about this. Right now, the NCSBOE is amending rules to add disease outbreak to the definition of “emergency” which grants the Executive Director emergency powers. This is good news, but it’s still crucial to make sure our voting rights are protected. When just one voter is disenfranchised, we all lose.

Contact your state reps (email is better right now since they are out of session) and write a short message asking them to take steps to ensure that voters will be able to participate in the 2020 election in the event of any kind of emergency.

Sample email:
Hello, Rep./Sen. ____________, I am writing to encourage you to work with the NC State Board of Elections to make sure people’s voting rights are protected. Currently the NCSBOE is amending absentee ballot rules to add disease outbreak to the definition of “emergency,” which is good news. I would encourage you to work with the NCSBE to ensure that anyone who needs it will be able to access an absentee ballot, especially if we find ourselves in another emergency situation in November. Thank you.

Monday Actions: SNAP, Unemployment Benefits

****Actions 3/16/2020****

FEDERAL:

Restore SNAP Benefits:
Back in December, the Trump administration approved a new rule that is estimated to cut off nearly 700,000 unemployed people from food assistance provided by the Supplemental Nutrition Assistance Program, or SNAP (formerly known as food stamps). The rule, which makes it harder for states to waive the federal program’s work requirements in areas of high unemployment, targets a group of people known, in the bureaucratic language of public-assistance programs, as ABAWDs—“able-bodied adults without dependents.” That rule is set to go into effect on April 1, just as we are entering a global pandemic that will leave many people unable to work. Congress needs to pass a bill rescinding this rule change to make sure that more people will be able eat nutritional meals.

STATE:

Accept Federal Unemployment Insurance Money:
The U.S. Labor Department on Thursday gave states flexibility to amend their laws to provide unemployment benefits in events related to the coronavirus in an effort to limit the damage on the economy from the pandemic. States can pay benefits in cases of temporary unemployment because the coronavirus is preventing employees from coming to work. Individuals quarantined with the expectation of returning to work after the quarantine is over can also receive unemployment benefits as well as those leaving employment due to a risk of exposure or infection or to care for a family member.

Unfortunately, North Carolina has probably the strictest unemployment insurance system in the country, and the state legislature would have to act to allow North Carolina to accept these expanded benefits. As Rob Schofield of NC Policy Watch explains that the state would have to make several changes, including increasing benefit amounts, extending the time period that people can remain eligible. Sen. Wiley Nickel is currently working on legislation, so I’ll have more details later, BUT we need to start working on the appropriate people now. Wiley is the only Democrat on the NCGA Unemployment Insurance committee, so it would help to encourage the GOP members of the committee to do the right thing. I think positive reinforcement, rather than being combative, is the way to go. I’ve listed the committee members below and their contact information. Email may work better given that the NCGA is not in session. Call or email as many of the committee members as you can. If you email, please consider supplementing my text with additional details if you can.

Hello, I am a voter from North Carolina, and like you, I am incredibly concerned about the economic impact of the coronavirus on the citizens of our state. Many people will be temporarily unemployed, and many others may permanently lose their jobs because people are spending less money. It is absolutely urgent that North Carolina follow the lead of the federal government and accept these policy changes. In fact, 400,000 people would be able to get health insurance. The layoffs by Vidant Health also show that rural communities continue to suffer because of the refusal to expand Medicaid.

Thursday Actions: Demand Paid Sick Leave, Expand Medicaid

****Actions 3/12/2020****

FEDERAL:

Tell the Senate to Support Emergency Paid Sick Leave:
Today, Democratic Senators worked to expedite legislation that would have guaranteed paid sick leave for workers. The bill sponsored by Murray in the Senate and Rep. Rosa DeLauro (D-Conn.) in the House would immediately guarantee workers 14 days of paid sick leave in the event of a public health emergency like the current one. Workers would separately accrue up to seven sick days over the course of a year under the bill. This solution is far more effective than Trump’s promise to temporarily repeal the payroll tax, which would have the long-term impact of defunding Social Security.

Note: Just as I was getting ready to post (like less than a minute prior), the Democrats released their emergency Coronavirus legislation. It includes guaranteed paid sick leave, food security, enhanced unemployment insurance, and free testing. The bill number was not posted when I checked, but if you want to add the above laundry list to your call, please do.

STATE:

Medicaid Expansion:

Wednesday Actions: Protect People from the Coronavirus

****Actions 3/11/2020****

Help Americans Deal with the Coronavirus:
Nancy Pelosi and Chuck Schumer have released a robust statement calling on Donald Trump to support policies that would help vulnerable citizens deal with the effects of the coronavirus. They’ve listed a few policies that should seem like a bare minimum for supporting our citizens in a time of crisis.

- Paid sick leave
- Enhanced unemployment insurance
- Food security
- Protections for frontline workers
- Widespread, free coronavirus testing
- Affordable treatment for all
- Anti-price gouging protections
- Increase medical system capacity

ELECTIONS 2020:

Get Involved in a Campaign:
The North Carolina primaries are over, and with a few exceptions, we know who our candidates are. Obviously the Presidential primary is over, and there are a couple of statewide races that still haven’t been called, BUT we do know that we need to work towards winning some elections. Swing Left has called North Carolina a “super state” because we not only are a swing state for the Presidency but we also have Governor and Senate races, at least two competitive House races, and a state legislature to flip. For now, I’m going to start tracking a few ways that you can get involved in a local race. Remember that one of the most powerful things you can do going forward is to phone bank or canvas for a candidate or two of your choice. I’d also encourage you to get involved in voter registration efforts, if that’s your preference.

Swing Left:
Swing Left has highlighted eight state senate races and twenty state house races that will be absolutely crucial in lipping at least one chamber of the NCGA. Remember that Congressional and state legislative districts will be redrawn after the 2020 elections, and we will have to live with those districts for another decade. Another ten years of GOP rule will put us further behind when it comes to climate change, women’s rights, LGBTQ rights, education, and so many other issues. Here is a link to Swing Left’s NC page where you can get involved: https://swingleft.org/p/north-carolina

----------

Flip NC:
Flip NC played a huge role in helping to break the GOP supermajorities. They canvassed relentlessly in several key races, including my house and senate districts, where Sydney Batch and Sam DSearcy flipped previously GOP seats. They just launched their 2020 campaign, and they are ready to do some heavy-duty canvassing this year: https://flipnc.org/

Stamp NC Blue:
Stamp NC Blue is an all-purpose activist group that focuses largely on sending out postcards to voters to encourage them to vote blue in the upcoming elections. If door-to-door canvassing isn’t your thing, then sending out postcards is another way you can contribute: https://www.stampncblue.org/

Tuesday Actions: Medical Bills and Muslim Ban

****Actions 3/10/2020****

FEDERAL:

Tell your Rep. to End Surprise Medical Bills:
[From Indivisible, House only] Every day, over 10,000 families in the United States receive a surprise medical bill. These bills happen when a person is charged for care from an out-of-network provider through no fault of their own. They are especially common in emergency settings; one-in-five emergency department visits and nearly 70% of air ambulance transports result in a surprise bill. You can learn more from the No Surprises Campaign here.

Surprise bills can cost up to tens of thousands of dollars - a devastating amount for most people. Congress needs to act to protect patients, and in the process hold down health care costs for families and the health system overall. The best way to do this is through "benchmarking," which is the practice of paying providers the average amount they would ordinarily earn for providing a service in-network. Call your Representative and tell them to end surprise medical bills for health services, including air ambulances, by using benchmarking!

Hi, my name is _____________ and I am from zip code ___________. I’m calling to ask Rep. __________  to support legislation that will end surprise medical bills using benchmarking for all services, including air ambulances. The bipartisan compromise legislation that has already passed in the Senate HELP Committee and the House Energy and Commerce Committee is a great model for Congress to follow in protecting families from the financial devastation that can result from a surprise bill. Can I count on Rep. ___________ to support ending this crisis as soon as possible?

Tell Congress No Muslim Ban:
The NO BAN Act is going to be voted on Thursday, 3/12 . But something has come up that might derail everything we've been fighting for—harmful amendments that could weaken the entire bill, and could well sabotage this effort altogether.

We need to act—call Congress now. Condemn the expansion of Trump's Muslim ban and demand full support for the NO BAN Act immediately—as is, with no weakening amendments or poison pills.

EVENTS:

Tuesdays with Tillis:
This week’s Tuesdays with Tillis will be focused on ending family separation. Physicians for Human Rights has declared that family separation is a form of torture, and yet it continues here in North Carolina, throughout the United States, and at our borders, because of the racist and cruel policies of the Trump Administration. Separation happens to families in many ways, including deportation, detention, the virtual disappearance of legal immigrants, the dismantling of our asylum system, and at camps on the Southern border. With ICE raids increasing in North Carolina, we're demanding an end to the Trump Administration's cruelty to migrants and undocumented people. We hope to involve many organizations so that this can be a huge and well-publicized reminder to our communities that this Administration's cruelty to migrants and undocumented people is something we will not tolerate. The event runs from 11:30 to 12:30 at Tillis’s Raleigh office on New Bern Avenue.
