Demand a Bailout that Helps People, Not Corporations:
Literally nothing has changed in the last 24 hours. Moscow Mitch and the Pandemic Profiteers have offered a whopper of a coronavirus relief bill that would do almost nothing to help the average American but that would line the pockets of some of the wealthiest individuals on the planet. The GOP Senate bill would give $500 billion to Steve Mnuchin to manage. He could dole out this $500 billion without revealing which multi-billion dollar companies got the money until six months after the fact. In fact, it is distinctly possible that Mnuchin could give a bailout to Trump hotels.

The bill also would provide no funding for states and local governments to address the Coronavirus crisis. It would not add one dime to SNAP’s budget. It does not expand emergency leave. It has no OSHA protections for workers forced to work through the pandemic. Direct payments would not be available to people who did not file tax returns in 2018 or 2019 (which affects many low-income individuals). It’s an absurdly bad bill.

Burr Kept Dangers of COVID-19 Secret. Call Him On It:
A few days ago, we learned that Richard “No Socks, No Soul” Burr was privately warning a small group of donors at a Capitol Hill luncheon of the imminent dangers of the virus, comparing it to the 1918 flu epidemic that killed thousands of people. But despite these known dangers, Burr did not warn his constituents or the general public, implicitly allowing transmission of the virus to continue unabated. It’s a horribly irresponsible and hypocritical action, and he needs to be called out on it. We have a tweet and a call script you can use to call out Burr for not taking the health and safety of his constituents seriously.

But it gets worse. Thursday, evening, ProPublica reported that Burr may have engaged in insider trading, selling off $600,000-$1.8 million in stock just before the market collapsed a few days ago. So, Burr was denying the seriousness of COVID19 in public, but in private, he was warning his high-donor friends and selling off stock as fast as his fingers could dial his stock broker. Not only should he resign, he should also be prosecuted. Let’s push extra hard tomorrow. Burr’s phones should not stop ringing from the moment his office opens until the moment his staffers go home tomorrow afternoon. It’s time for him to resign.

It’s probably better to call about the coronavirus emergency legislation, BUT if you tweet, it might be worth reminding everyone that Burr knew of the dangers weeks before he told his constituents.

Allow Nurse Practitioners to Practice without a Collaborating MD:
Nurse practitioners are not allowed to maintain their own practice in North Carolina without registering with a collaborating physician. This places severe limits on NPs who are board certified. In most states, this rule has been eliminated. And during a time in which we are facing a medical emergency, we need more qualified medical providers to be able to practice without archaic limitations. This is actually a nonpartisan issue. Medicaid Expansion:
Keep working on this one. We are now seeing the destructive impact of the NC GOP’s refusal to expand Medicaid. Because the NC GOP stubbornly refuses to allow the Affordable Care Act to work like it should, thousands of North Carolina residents have been unable to get health coverage. This will potentially have a huge impact when it comes to providing treatment for people with the Coronavirus. But it also impacts us in other ways. Vidant Health, in Greenville, was forced to lay off nearly 200 employees because of budget shortfalls due to people receiving treatment but being unable to pay their bills.

As G.K. Butterfield explains it, “Rural hospitals operate on razor thin margins and often do not have the capacity to absorb these costs. Studies have found that when states expand Medicaid uninsured rates for low-income adults decline drastically, which reduces uncompensated care and gives lifelines to rural hospitals. The General Assembly’s decision not to expand Medicaid has not only harmed patient access to care and the overall health care system of eastern North Carolina, but the economy as well.” With so many people facing financial difficulties, now is the time to remind our lawmakers that expanding Medicaid would not only save lives but also would protect jobs in rural communities. This call is most urgent if you have a GOP rep, as most Democrats already support it.

Tuesday Actions: Emergency Coronavirus Legislation Stuck in Senate

Tell the Senate to Support Emergency Paid Sick Leave:
The coronavirus emergency bill is still waiting for a hearing in the Senate, and so far Thom Tillis, at least, still has not confirmed that he will vote for the House bill that was supported by even a majority of House Republicans. The bill passed by the House would immediately guarantee workers 14 days of paid sick leave in the event of a public health emergency like the current one. Workers would separately accrue up to seven sick days over the course of a year under the bill. This solution is far more effective than Trump’s promise to temporarily repeal the payroll tax, which would have the long-term impact of defunding Social Security.

Democrats are also calling for free coronavirus tests, protections for healthcare workers, more Medicaid funding, enhanced unemployment insurance, and increased food security initiatives. So far, Republicans have refused to agree to any of these. Meanwhile, they dumped $1.5 trillion--yes trillion--into the market ostensibly to stabilize it. Pressure worked at least a little today. McConnell was originally going to let the Senate go into a planned recess this weekend, but your calls (and thousands of others across the country) pressured him into staying and hopefully negotiating with Pelosi. These issues are urgent, and the Senate needs to take care of business immediately.

Protect North Carolina from the Coronavirus:
Calling for a full closure of all restaurants can’t be an easy thing to do. It will leave thousands of workers unemployed, and many restaurants are small businesses, and a closure, even for a short time can be tremendously costly. But we are now in the danger zone. Exponential spread means that one person in a restaurant could give COVID19 to many others, and in turn those people could affect more people. We have to do the right thing and close all restaurants and bars. It’s time to push the Governor, via Twitter or by phone, and demand that he make this move.

Advocate for Protecting Voting Rights:
[Modified from Aylett Colston] With the intensification of the coronavirus, we need to advocate to increase the availability and ease of vote-by-mail.  North Carolina has “no excuse” absentee voting, BUT the rules around it are cumbersome, especially with the new rules that prevent community groups and advocates from helping turn in ballots.  We may need to think creatively about this. Right now, the NCSBOE is amending rules to add disease outbreak to the definition of “emergency” which grants the Executive Director emergency powers. This is good news, but it’s still crucial to make sure our voting rights are protected. When just one voter is disenfranchised, we all lose.

Contact your state reps (email is better right now since they are out of session) and write a short message asking them to take steps to ensure that voters will be able to participate in the 2020 election in the event of any kind of emergency.

Restore SNAP Benefits:
Back in December, the Trump administration approved a new rule that is estimated to cut off nearly 700,000 unemployed people from food assistance provided by the Supplemental Nutrition Assistance Program, or SNAP (formerly known as food stamps). The rule, which makes it harder for states to waive the federal program’s work requirements in areas of high unemployment, targets a group of people known, in the bureaucratic language of public-assistance programs, as ABAWDs—“able-bodied adults without dependents.” That rule is set to go into effect on April 1, just as we are entering a global pandemic that will leave many people unable to work. Congress needs to pass a bill rescinding this rule change to make sure that more people will be able eat nutritional meals.

Accept Federal Unemployment Insurance Money:
The U.S. Labor Department on Thursday gave states flexibility to amend their laws to provide unemployment benefits in events related to the coronavirus in an effort to limit the damage on the economy from the pandemic. States can pay benefits in cases of temporary unemployment because the coronavirus is preventing employees from coming to work. Individuals quarantined with the expectation of returning to work after the quarantine is over can also receive unemployment benefits as well as those leaving employment due to a risk of exposure or infection or to care for a family member.

Unfortunately, North Carolina has probably the strictest unemployment insurance system in the country, and the state legislature would have to act to allow North Carolina to accept these expanded benefits. As Rob Schofield of NC Policy Watch explains that the state would have to make several changes, including increasing benefit amounts, extending the time period that people can remain eligible. Sen. Wiley Nickel is currently working on legislation, so I’ll have more details later, BUT we need to start working on the appropriate people now. Wiley is the only Democrat on the NCGA Unemployment Insurance committee, so it would help to encourage the GOP members of the committee to do the right thing. I think positive reinforcement, rather than being combative, is the way to go. I’ve listed the committee members below and their contact information. Email may work better given that the NCGA is not in session. Call or email as many of the committee members as you can. Hello, I am a voter from North Carolina, and like you, I am incredibly concerned about the economic impact of the coronavirus on the citizens of our state. Many people will be temporarily unemployed, and many others may permanently lose their jobs because people are spending less money. The federal Department of Labor has given states flexibility to amend their laws to provide unemployment benefits in an effort to limit the damage on the economy from the pandemic. It is absolutely urgent that North Carolina follow the lead of the federal government and accept these policy changes. With that in mind, I would like you to support legislation that would increase benefit amounts and  extend the time period that people can remain eligible. Thank you.

Tell the Senate to Support Emergency Paid Sick Leave:
Democrats have been working to expedite legislation that would guarantee paid sick leave for workers. The bill sponsored by Murray in the Senate and Rep. Rosa DeLauro (D-Conn.) in the House would immediately guarantee workers 14 days of paid sick leave in the event of a public health emergency like the current one. Workers would separately accrue up to seven sick days over the course of a year under the bill. This solution is far more effective than Trump’s promise to temporarily repeal the payroll tax, which would have the long-term impact of defunding Social Security.

Democrats are also calling for free coronavirus tests, protections for healthcare workers, more Medicaid funding, enhanced unemployment insurance, and increased food security initiatives. So far, Republicans have refused to agree to any of these. Meanwhile, they dumped $1.5 trillion--yes trillion--into the market ostensibly to stabilize it. Pressure worked at least a little today. McConnell was originally going to let the Senate go into a planned recess this weekend, but your calls (and thousands of others across the country) pressured him into staying and hopefully negotiating with Pelosi. These issues are urgent, and the Senate needs to take care of business immediately.

Restore SNAP Benefits:
Back in December, the Trump administration approved a new rule that is estimated to cut off nearly 700,000 unemployed people from food assistance provided by the Supplemental Nutrition Assistance Program, or SNAP (formerly known as food stamps). The rule, which makes it harder for states to waive the federal program’s work requirements in areas of high unemployment, targets a group of people known, in the bureaucratic language of public-assistance programs, as ABAWDs—“able-bodied adults without dependents.” That rule is set to go into effect on April 1, just as we are entering a global pandemic that will leave many people unable to work. Congress needs to pass a bill rescinding this rule change to make sure that more people will be able eat nutritional meals.

Medicaid Expansion:
Keep working on this one. We are now seeing the destructive impact of the NC GOP’s refusal to expand Medicaid. Because the NC GOP stubbornly refuses to allow the Affordable Care Act to work like it should, thousands of North Carolina residents have been unable to get health coverage. This will potentially have a huge impact when it comes to providing treatment for people with the Coronavirus. But it also impacts us in other ways. Vidant Health, in Greenville, was forced to lay off nearly 200 employees because of budget shortfalls due to people receiving treatment but being unable to pay their bills.

As G.K. Butterfield explains it, “Rural hospitals operate on razor thin margins and often do not have the capacity to absorb these costs. Studies have found that when states expand Medicaid uninsured rates for low-income adults decline drastically, which reduces uncompensated care and gives lifelines to rural hospitals. The General Assembly’s decision not to expand Medicaid has not only harmed patient access to care and the overall health care system of eastern North Carolina, but the economy as well.” With so many people facing financial difficulties, now is the time to remind our lawmakers that expanding Medicaid would not only save lives but also would protect jobs in rural communities. This call is most urgent if you have a GOP rep, as most Democrats already support it.
